(read this people) I was approached the other day because i own a 1990 year model 379 peterbilt tractor and i run out of the port of charleston,sc. i guess we are being picked out somehow by the company i lease with who has our registration info? anyway these stacs people want me to apply for a grant that makes no good business sense at all. these smart people want me to go back into dept on a late model truck when my truck is exactly what i want and does the job i need to do just fine. these rocket scientist want me to apply for a $10,000 grant to use toward down payment on an expensive late model tractor which i do not need to satisfy the environmental tree huggers who claim we are polluters at the port. my truck is worth at least $22,000 if i were to sell it. well it's not for sale but here is the math they are using to try convince me how good this is. a $10,000 grant, $3,400 scrap value for my truck leaving me $9,000 short of my trucks true value. oh but it gets better. they want to place me behind the wheel of $1,900 per month payment, not counting the extra loan replacement insurance, owing approximately $65,000 on another used truck i simply don't need to perform the same job for the same amount that i make now. i have seen a few of the drivers who did this and several are having a hard time making the payment not counting the repairs are triple on these trucks when they go to the shop. oh yes , the fuel mileage doesn't cut the mustard either. i would say buyer or maybe in this case grant receiver beware. you better think long and hard about giving up that truck you have paid for and go back dragging around another payment book every payday. i wouldn't trade my old pete pink slip for pink slip for one of these newer trucks because of the trouble they are to repair or maintain.
Charleston clean truck incentive doubled The South Carolina Ports Authority is doubling the financial incentive for eligible truck owners to take part in its voluntary programme
Eligible truck owners can now get a US$10,000 incentive, plus the scrap value of their pre-1994 truck, to use toward the purchase of a 2004 or newer model.
The Seaport Truck Air Cleanup Southeast, or STACS, is a voluntary truck replacement programme launched last autumn.
The incentive is funded by the SCPA, along with the South Carolina Department of Health and Environmental Control (DHEC) through an Environmental Protection Agency (EPA) grant.
This is the first such truck replacement scheme in the region, making upgraded equipment attainable and financially viable for all truck owners, both companies and independent owner-operators. Twenty-four trucks already have been replaced in the local drayage fleet.
The scheme is administered by Cascade Sierra Solutions, which has managed similar programs in other ports on the West Coast. Cascade Sierra Solutions' local office is at the SCPA's Columbus Street Terminal, and the company is establishing a mobile office at the Wando Welch Terminal once a week.
According to a truck survey commissioned by the SCPA, about 2% of the trucks that frequent the Port of Charleston are 1993 or older model years. Based on EPA estimates, moving from 1993 or older trucks to 2004 or newer trucks reduces emissions by about 60%.

Re: Charleston,SC wants to scrap my truck? if the port wants to do something for us . work up some grants on apu units not truck replacement. i could use an apu to cut idle time each day at the port and on some of the customer live loads. no way am i buying a new truck. i ordered the truck i'm driving brand new in 1987. it came as a 1988 right before that recession. it was a struggle to keep up the payments for a while. i know every nut bolt in this truck. i should after after 1.3 million miles. i have run long and run it short since new. it works most every week now short haul. i will continue to work this truck until the day i retire. this truck paid for my home, my daughters education and now my granddaughters education so p*ss*ng that amount of money away on a new truck to make a bunch of fools warm and cozy over their imaginary exhaust emissions is a no brainer. if this enviro group wants new trucks let them buy a few but i'll keep running my ol girl thank you very much

a grant or low interest loan for apu is a good idea. that's why you won't see them push that. the green police want to force everyone to buy a new truck. they will be wasting their time trying to convince me to purchase one. look at the problems they are having with the new engines. the early nineties was the last of the good diesel engines. i'm also not paying $140 per hr shop fee each time the truck needs a simple adjustment. you cannot work on any part of these new trucks yourself without a computer. as far as the new liquified gas powered trucks, lol with those jack. that's a suicide vehicle for human bombers!

i already own a clean truck. it burns just as clean from the stacks pulling 60,000 as 80,000lbs. it cost me $3,800.00 to overhaul my big cam 400 Cummings. try that with a new engine. it gets 6.3 or better miles per gallon. it's paid for NO PAYMENTS. everything works like on a new truck. it has new paint,new seat,satellite radio,new brakes,new tires,new air conditioning system. i can buy this stuff because i have NO PAYMENTS. i carry bobtail insurance,$43.00 per month, no expensive collision to satisfy the finance company on a new tractor. you have gotta be a d**n fool to purchase a green truck at $158,000.00 and start making those giant payments. i didn't pay one third that much for my house and my land. one last important point. my truck makes same money being a 1983KW as a 2013KW so please tell me where is the freaking advantage being over your head or up to your ass in payments to accomplish same goal.
