Intermodal facility to anchor double-stack Crescent Corridor to New York

Norfolk Southern Railroad is starting to build its Memphis Regional Intermodal Facility, planned as a western anchor of its latest cross-country double-stack route, as railroad and state officials held a groundbreaking ceremony in Rossville, Tenn.

NS pegs the cost of the facility at $105 million, although some reports put it higher. That hub and another planned at Birmingham, Ala., split a $105 million federal grant from the 2009 economic stimulus package, the largest award made under the DOT's "TIGER" grant program.

Those two sites will be key hubs in the railroad's Crescent Corridor, which will extend from the Mississippi River Delta up into the consumer-rich Northeast.

NS is applying $52.5 million of the federal funds to the Memphis project, which means half its expected cost is covered by the stimulus grant. NS has reportedly committed $31 million of its own funds to the project and is working with state partners along the corridor route to pin down the rest.

The railroad stresses public benefits of taking container and trailer traffic off congested roadways to put on intermodal stack trains, cutting fuel use and emissions per load. The project also will create new jobs at the rail-truck transfer facility, located east of Memphis and just above the Tennessee-Mississippi state line.

Labor contract covering 38,000 workers faces ratification process

Major U.S. railroads and the United Transportation Union, reached a tentative five-year contract agreement that runs through December 2014.

The accord, which modifies the current national agreement, is retroactive to Jan. 1, 2010 and covers about 38,000 UTU workers. It must be ratified by membership of each affected UTU craft, but the existing national contract remains in force until then.

The two sides declined to release terms of their accord. The UTU said it will give details to its general chairpersons, who will then have 15 days to submit questions in writing. Those questions and answers will be made available to union members before they vote.

It is the first major rail union agreement reached in the current cycle, so its terms would be expected to establish the pattern for others.

The National Carriers' Conference Committee, which negotiated for the railroads, said the two sides reached their accord on April 21, although both announced the deal today.

The NCCC represented about 30 lines including Union Pacific Railroad, BNSF Railway, Norfolk Southern Railway, CSX Transportation, Kansas City Southern Railway and Canadian Pacific Railway's Soo Line.
