is this a paid service or like volunteer drivers who drop off peoples pets? i saw a story on news but cannot remember the name of group providing this to public,

All the above since some services are paid for by certain Rescues under certain circumstances. Check out the many links provided in each section by Rescues, Transports, and volunteers.
