As for my personal view is this. If a driver does not meet the qualifications as outlined in TWIC, that would dramatically reduce the number of drivers available to pull containers. But lets use a little common sense here. Who will prevent a driver that is TWIC approved to pull containers for other drivers sitting outside the terminal? Of course we would still need drug testing. Yeah, I know from Motor Trader some drivers are idiots, but in reality, not a whole bunch, just a few.
